TRAI Issues Strict Redressal Rules: Telecom Operators Face Financial Penalties for Slow Complaint Resolution

More stringent guidelines have been laid down by the Telecom Regulatory Authority of India (TRAI) for dealing with consumer grievances. Telecom Consumers Complaint Redressal (Fourth Amendment) Regulations, 2026, issued on November 2 have imposed monetary penalties, complaint center services 24×7 and a shorter timeline for the disposal of appeals.
The new guidelines intend to provide better protection to consumers and guarantee prompt response from telecom operators whenever the mobile or broadband customers face any service disruption or billing related issues.
Financial Penalties for Telecom Operators
In accordance with the revised regulations, there can be financial disincentives for telecom operators who deal with the complaints and appeals made by their customers in an improper way.
The penalties that can be imposed include ₹1,000 for every complaint that has been improperly resolved and ₹5,000 for every appeal that has been improperly addressed. The overall financial disincentive cannot exceed ₹20 lakhs per quarter in each licensed service area.
There are also penalties applicable in case operators fail to provide the required quarterly performance reports on time.
Complaint Centres to Remain Open 24/7
An important change is making it mandatory for telecommunication providers to have complaint centers available 24 hours a day, 7 days a week.
Earlier, the bare minimum time of operation was set at 16 hours. In the new structure, the companies can use human agents, automation and intelligent machine agents to handle consumer complaints.
But, there needs to be human help available for at least 16 hours a day. This will allow customers to have access to human help in case the automatic help system fails to solve their queries.
Consumers can also file their complaints and requests through the mobile application along with the existing customer help services.
Shorter Timeline for Filing Appeals
TRAI has also cut the time provided to the consumer to file their grievances regarding unsatisfactory decisions regarding the complaints by reducing the period from 30 days to 15 days.
Further, the appellate body is required to send its decision within 15 days of receiving the appeal.
Greater Transparency and Consumer Feedback
Under the new regulatory regime, the telecom operators need to undertake an online survey of feedback after addressing customer complaints and appeals. Besides, quarterly feedback reports have to be published and performance reports should be submitted for review by senior management.
The other changes brought about by the new framework include support services for people with disabilities.
What the New Rules Mean for Consumers
The changes aim to make the process of handling complaints in the telecommunication industry fast and clear. There will be new means available for consumers to file complaints, while there will be increased pressure on operators to resolve these grievances in an efficient manner.
It is the success of the new regulations that will be determined by proper enforcement and adequate compliance.
