New Charges at Navi Mumbai Airport: Flyers to Pay Up to INR 1,225 in User Fee

The Airports Economic Regulatory Authority (AERA) has approved temporary User Development Fees (UDF) for flyers from Navi Mumbai International Airport (NMIA) which will come into effect from FY 2025-26. Each departing passenger will be charged up to INR 1,225 and the UDF is aimed at financing airport infrastructure and passenger services.
What Are the UDF Charges for Passengers?
Passengers departing from Navi Mumbai International Airport will pay INR 620 for domestic flights and INR 1,225 for international departures. The charges on arriving flights are INR 270 on domestic flights and INR 525 on international flights. All prices are excluding any taxes that may apply.
User Development Fees are for the purpose of recovering costs associated with building, operating and maintaining the airport that will be developed by The Adani Group. User development fees will assist in safe and secure airport operations as well as passenger amenities and modern terminals with the goal of providing a seamless travel experience.
How Long Will These Charges Apply?
AERA clarified that these provisional charges will stay in effect until either March 31, 2026, or the official tariff is finalized whichever comes first. The regulator said that the interim charges will factor into the regular tariff determination process.

Interestingly, the UDF rates that were approved are lower than proposed by the UDF operator, who sought INR 840 for domestic departures and INR 1,500 for international.
The airport is likely to open later this year and should provide Phase 1 services for 20 million passengers annually with full capacity in later Phases expected to grow to 90 million.
Flyers may wish to keep a watchful eye on the final tariffs as they are possible to change/adjust as NMIA commences planned operations.
