Iran Exempts Indian Commercial Ships From Strait of Hormuz Restrictions Citing Medical Imports

Iran has exempted commercial ships belonging to India, China, Iraq and Qatar from limitations on the use of the strategic Strait of Hormuz for navigation. This exemption would help enhance trade activities between the countries, especially the flow of medicine from India to Iran in times of growing tension in West Asia.
The exemption was revealed by Amir Hayat-Moghaddam, a Deputy Chairman of the National Security and Foreign Policy Committee of the Iranian Parliament in an interview with the Iranian Students’ News Agency (ISNA). The exemptions were made on the basis of particular grounds and interests of both the countries.
Why Has Iran Exempted Indian Ships?
Hayat-Moghaddam argued that this move would help Iran in importing essential medicines from India. By this exemption, Indian cargo ships would be able to travel through the Strait of Hormuz without coming under the same set of restrictions as others.
India has been involved in pharmaceutical production and has been supplying generic medicines to a number of foreign markets. This move might have helped Iran in meeting its requirement of medicines by easing the access through maritime route amidst disturbances in regional commerce and logistics.
The Iranian MP also argued that the exemption given to China was made in order to win the political support of the latter. Iraq and Qatar were part of the exemption package for their own reasons.
It is worth mentioning here that this does not imply equal financial terms in the case of the four countries mentioned above. According to Hayat-Moghaddam, Iran charges transit fee from Indian and Chinese ships, but does not charge anything from Qatari ships. Nothing about Iraqi ships was mentioned.
Why Is the Strait of Hormuz Important?
The Strait of Hormuz links the Persian Gulf to the Gulf of Oman and the Arabian Sea. It serves as one of the most important sea channels in the world for oil shipping, liquefied natural gas, petroleum and other commercial cargo.
The water channel is especially vital for India, as much of its energy supply moves via this water channel.
About 90 percent of India’s crude oil needs are imported, out of which 30 percent move through the Strait of Hormuz. Almost 90 percent of India’s LPG imports take place via this water channel, along with about half of its liquefied natural gas supplies from Qatar and UAE.
Shipping Restrictions Continue Amid West Asia Conflict
This exemption is taking place amidst rising tensions among Iran, the US, and Israel. The disruption in the movement of ships through restrictions and attacks on the merchant ships has created an atmosphere of insecurity for the seafarers.
According to reports from the International Maritime Organization (IMO), there have been at least 70 attacks on merchant vessels since February 2026 to August 2026, killing 19 sailors. Indian sailors are also among the victims of such attacks.
What Does the Decision Mean for India?
This exemption will be a boost for Indian merchant ships, as well as pharmaceutical shipments from India to Iran.
Nevertheless, the news was released by an Iranian member of parliament, and the logistics behind the news have not been independently verified by India.
India is a staunch believer in the right of free passage in international waters and seas. While the new development does present some opportunity for Indian ships, maritime security issues in the Gulf of Hormuz still need to be sorted out.
