EV Market Updates 2026: ECI Reaffirms EVMs Cannot Be Hacked via Wi-Fi or Bluetooth

In light of the ongoing controversy regarding the security of electronic voting machines, the Election Commission of India has clarified that their EVMs are standalone devices that are not connected in any way to any other devices either wired or wirelessly. The Election Commission has clarified that the machines neither have Wi-Fi nor Bluetooth capability, thereby making hacking impossible.
This clarification is vital because several allegations have been leveled against EVMs suggesting that they can be remotely manipulated using either mobile phones or Bluetooth or Wi-Fi. This cannot be done with the EVMs used in India because they are devoid of the required radio frequency technology.
Why ECI Says EVMs Cannot Be Hacked Through Wi-Fi or Bluetooth
The key here is the structure of the ECI-EVM. As compared to a mobile phone or a computer, an EVM cannot access the internet or any other network whatsoever. In the ECI, the devices are described as standalone devices that only communicate with the authorised components within the EVM itself.
According to the Commission, the microcontrollers of the EVMs do not have built-in Wi-Fi and Bluetooth connectivity. The technical specifications of these components which are available to the public can be reviewed in order to determine if the necessary communication components are present, in addition to electromagnetic testing of the EVMs.
In simple terms, a hacker cannot remotely connect to an EVM through Wi-Fi or Bluetooth because the machine does not provide that communication route
What Makes an EVM a Standalone Machine?
The ECI’s EVMs basically include the Control Unit, the Ballot Unit, and VVPAT. The Ballot Unit and the Control Unit have physical connections to each other through the physical cable. However, the VVPAT is a component of the authorized EVM.
The key difference here is the fact that the internal connection cannot be compared to an internet connection or a Bluetooth connection. According to ECI, the components of the EVM have authentication methods to ensure that no unauthorized device interacts with the EVM.
However, the technical literature released by the Commission clearly states that these machines do not have any capabilities for the transmission or reception of radio frequencies.
The Role of the One-Time Programmable Chip
One other important security measure that is stated by the ECI is the inclusion of One Time Programmable (OTP) memory in the microcontrollers.
As explained by the Commission, the software is actually programmed into the OTP chip during production and cannot be easily reprogrammed or altered once that has been done as it can be on an ordinary computer.
What is significant about this is the fact that, even assuming that one could have gained access to the computer physically, according to the ECI, the design is such that it will not be possible to reprogram the software that changes the voting pattern.
The ECI further states that there is no operating system for the EVM.
What Happens If Someone Tries to Open the Machine?
According to the ECI, the EVM also includes an Unauthorised Access Detection Module (UADM).
According to the Commission, any attempt to access these protected components like the microcontroller or memory may result in the machine moving into either an inoperable mode or factory mode. This is done to ensure that unauthorised physical interference cannot become a means of manipulation.
This means that security of the EVMs is not dependent on one level only. It includes technical design, physical security and election process itself.
Can a Mobile Phone Be Used to Manipulate an EVM?
In this respect, the ECI responds to accusations that EVMs can be hacked by connecting them to a mobile phone or Bluetooth equipment.
In essence, the position is that this form of hacking cannot happen due to the fact that the EVM lacks the ability to communicate wirelessly. The Commission maintains that the machines do not accept coded signals from a wireless medium via Bluetooth, Wi-Fi, or any other protocol.
Moreover, the Control Unit only accepts data which is encrypted and dynamically coded, and this data only comes from the EVM components.
What About VVPAT?
VVPAT stands for Voter Verifiable Paper Audit Trail.
Once a voter presses the candidate button, the VVPAT produces a paper receipt which gives the voter the option of verifying the candidate information that was voted for. The ECI has specified that the results generated electronically by the control units are further verified against the VVPAT paper slips using the procedure laid down.
An audit trail using the paper receipts is thus created alongside the electronic records.
According to the ECI, five randomly chosen polling stations in each Assembly Constituency/Segment have their VVPAT slips counted under the existing procedure.
Security Does Not Depend Only on Technology
Yet another important consideration here is that the issue of EVMs’ security is not represented by ECI as a technical problem alone.
In fact, there are many administrative steps taken by the Commission regarding storage, transportation, randomization, primary testing, commissioning, mock polls, polling, and counting. There are representatives from political parties and candidates at different points during the process.
The ECI EVM Management System has been devised for monitoring the location and placement of the machines. This system will also keep track of the inventory and randomization.
Why the Wi-Fi and Bluetooth Claim Keeps Returning
The problem mainly arises because the current electronic devices are typically devices that are connected. Phones, computers, cars, and even home appliances can now talk to each other wirelessly.
However, an EVM is different from this.
According to the ECI, their devices do not use internet connectivity, cellular communication, Wi-Fi, and Bluetooth to cast their votes and transmit results. And this is the reason why the scenarios of sending commands wirelessly through phones to the EVMs do not apply.
What the ECI’s Latest Clarification Means
The latest ECI publication makes clear an argument that ECI has been making for a very long time – the EVMs used for Indian elections are intended to be stand-alone machines, not computers.
But this does not mean that the Commission is lax about security issues. The material released by it mentions electromagnetic testing, protected memory, OTP programming, mutual authentication, unauthorized access detection, mock polling, and VVPAT verification among other aspects of security measures.
From the point of view of the voter, what stands out in all this is that Wi-Fi or Bluetooth remote hacking of this machine is explicitly excluded by its design.
Conclusion
The controversy on the topic of EVM security isn’t likely to go away in the near future, especially since both technology and voting systems become the subject of public discussion. However, the official position of the ECI on the matter is clear – its EVMs are stand-alone devices which do not have Wi-Fi or Bluetooth and are technically safeguarded from tampering.
Herein lies the main difference between a typical electronic gadget capable of establishing remote connections and an ECI-EVM, specifically designed not to feature such connections.
No Wi-Fi. No Bluetooth. No connection to the internet at all. That’s what according to the Election Commission, India’s EVMs look like.
