Government Issues Mandatory SIM-Binding Guidelines for WhatsApp and Telegram Users by 2027

The DoT has asked the messaging applications such as WhatsApp and Telegram to enforce mandatory SIM binding from January 1, 2027, due to security reasons and to prevent any kind of cybercrime. These platforms are required to follow the guidelines until December 31, 2026, making sure that the accounts stay bound to the respective SIMs corresponding to the registered Indian mobile numbers.
These guidelines were first provided back in November 2025 in Telecom Cyber Security Rules, 2024. It is expected that such guidelines would stop fraudsters from continuing to use the messaging applications after removing the SIMs used for registration purposes.
What Is SIM Binding?
SIM binding is a security feature through which the messaging app is linked to the current SIM of the registered mobile phone number.
At present, people are able to keep on using messaging apps despite the fact that the SIM of the registered mobile phone number is already removed from the device. As per DoT, this situation may be misused by hackers for various purposes like phishing, impersonation, investments, and digital arrest scams.
As per the new requirement, the covered apps will have to make sure that the registered SIM is in the device running the service and is active.
Which Apps Will Be Affected?
The initial guidance addresses WhatsApp, Telegram, Signal, Snapchat, Arattai, ShareChat, Josh and JioChat, and any other application-based communication services that use Indian mobile numbers as identifiers or service providers.
The requirements also relate to access via the Web or desktop. But there is news that the government has shifted from the general requirement of six hours of logout to risk-based considerations for Web access.
The actual manner of implementation will depend upon the specific technology.
How Will the New Rules Affect Users?
The modifications could impact individuals using messaging apps on secondary mobile devices without SIMs, tablets that can be connected only through Wi-Fi or devices in which the SIM card associated with the device has been removed.
Travelers may need to make sure that their Indian SIM is still operational and available within the device, even if they use a different network connection for accessing the Internet.
It is important to verify the number registered with your account and keep the SIM card associated with the number operational. If you often change your device or number, make sure to familiarize yourself with the transfer process of your apps.
Why Is the Government Introducing These Rules?
SIM Binding was introduced by the DoT because of the misuse of Indian mobile numbers in cross-border cyber crimes. This will increase traceability and make it harder for criminals to conduct business using messaging accounts without the access to the corresponding SIM card.
Nevertheless, the success of this policy will be determined by the way it is implemented and enforced, as well as by the platform’s ability to achieve a certain balance between security and comfort of the users.
As the deadline for the implementation of the regulation is coming close, the messaging apps are expected to adapt to the new requirements. The users are encouraged to check for the official announcements of the particular application.
