Mandatory LPG-Aadhaar Biometric Authentication Rule Effective October 1: What Every Consumer Needs to Know
The most notable change in store for LPG consumers in India after October 1, 2026, is that consumers need to undergo Biometric Aadhaar Authentication (BAA) to book domestic LPG cylinders under the Retail Selling Price (RSP) and the available subsidy.
This requirement does not pertain to the availability of the subsidy, but rather to the right of consumers to avail of subsidised cooking gas. Those who fail to undergo the authentication process can still get LPG cylinders, but without the subsidy.
What Is the New LPG Aadhaar Rule?
Effective October 1, any domestic LPG customer who wishes to avail themselves of subsidised refills at the regulated price has to have his/her LPG connection verified via biometric identification based on Aadhaar.
According to the government, the new regulation has been introduced in order to guarantee that subsidised LPG benefits genuine customers. Furthermore, the linking of an LPG connection to an Aadhaar-verified customer is necessary for detecting any duplicate and ineligible connections and avoiding the misuse of subsidised domestic LPG cylinders for commercial or industrial purposes.
This implies that the deadline of October 1 cannot be perceived as an absolute prohibition to continue using LPG in case of non-authentication. The immediate effect of the deadline relates to subsidised pricing.
Who Needs to Complete Biometric Authentication?
This mandate pertains to all domestic LPG consumers who haven’t yet done Biometric Aadhaar Authentication.
There is a piece of good news for those who have already undergone this process. As per the statement made by the Petroleum Ministry, there would be no need for re-authentication.
As per the statement issued by the government, up to September 19, 2026, 27.43 crore active domestic LPG consumers, constituting 89.9% of the total number of consumers, have already got their authentication done.
Those who have not yet completed the process would need to get it done before October 1 to save themselves from being deprived of the benefit.
What Happens If You Do Not Complete It?
It is very important for consumers to understand that inability to authenticate biometrically will not automatically result in disconnection of their LPG connections.
As per the government, those consumers who have not yet completed BAA can still get LPG. But they will not qualify for booking subsidised refill through regulated RSP till BAA requirement is fulfilled. In such case, they will have to bear market price.
Those consumers who choose not to complete BAA can also register their refusal by using digital modes provided by their oil marketing companies. As per government, LPG supply will continue subject to relevant conditions.
How Can You Complete LPG Aadhaar Authentication?
There are many choices available for consumers; hence going to an Aadhaar center is not mandatory.
The first choice is of authenticating yourself during the LPG delivery. The person who delivers the cylinder can authenticate the consumer using the app provided by the concerned oil marketing company.
The second choice is going to the LPG distributor showroom and getting yourself authenticated there.
The third choice is authenticating yourself using the concerned oil marketing company’s app sitting at your home. For Indane consumers IndianOil ONE can be used, for Bharatgas consumers HelloBPCL can be used, and for HP Gas consumers HP PAY can be used.
Why Has the Government Introduced This Rule?
According to the government, the main aim is to ensure that the process of allocation of LPG subsidy is more targeted and transparent.
Domestic LPG subsidized by the government is meant for households who are entitled to receive it, and this will ensure that there is an authenticated link between the LPG user and the recipient of the subsidy. According to the government, this will make it easier to detect duplication of links and ensure that subsidized LPG is not diverted for commercial use.
What Should LPG Consumers Do Before October 1?
Once you have done the biometric Aadhaar authentication, there is no need for any more steps, as per the Ministry of Petroleum.
If you have not done it yet, then you may use the OMC app on your phone, go to your distributor’s showroom, or get it done through the delivery agent while refilling your cylinder next time.
It is advisable for consumers to exercise caution in respect of any unsolicited calls, links or messages that ask for your Aadhaar number or OTP or payments.
Is Aadhaar Authentication Required Again?
The government has stated that for consumers who have already undergone the mandatory biometric authentication, there is no need for them to undergo it again as per the new October 1 rule.
The government had also earlier in the year made it clear that the e-KYC rule was only for consumers who were yet to undergo the mandatory authentication and not for those who had already done so.
Therefore, consumers must first find out about their authentication status.
What Does This Mean for LPG Subsidy?
This critical point is clearly associated with the subsidy system.
As of October 1, biometric identification will become mandatory to book subsidized refills of domestic LPG cylinders from the RSPs. In case biometric authentication is not done, the customer can still purchase LPG, but without subsidy, at market rates.
Hence, those households that need the subsidy should take the deadline of September 30 seriously.
Relevance of the October 1 Deadline
With just a few days left for October 1, the government has already done the authentication process for a vast majority of active users of domestic LPG cylinders. The remaining customers now have multiple options to get the task done.
The critical difference here is very clear: This is not a deadline to retain LPG connectivity; it is a deadline linked with subsidized LPG cylinder refill at the regulated rate.
