India’s Deep-Sea Leap: What ‘Sagar Manthan’ Means for Ocean Research and the Blue Economy

Another landmark achievement of India with respect to enhancing its deep sea research has come with the launching of ORV Sagar Manthan, which is a modern indigenous Ocean Research Vessel. The launching ceremony took place at Garden Reach Shipbuilders and Engineers Rishi Bankim Shipyard, Kolkata on September 9, 2026, where the ship has been manufactured for the National Centre for Polar and Ocean Research (NCPOR), under the Ministry of Earth Sciences.
The launching ceremony holds special significance due to the nature of the ship, which is different from a conventional naval warship. Is Sagar Manthan an Indian Navy Ship?
While some of these sources describe it as an Indian naval vessel or military capability, Sagar Manthan is not a ship of the Indian Navy. It is an Ocean Research Vessel which is being developed for NCPOR from the Ministry of Earth Sciences.
On the other hand, GRSE does have much experience in building ships for the Indian Navy. It has been building survey ships for decades and its experience in complicated survey ships helped it develop its skills in constructing specialist vessels as well.
This fact is very significant as the main goal of the new vessel is the scientific research, exploration and information gathering rather than any military purposes.
How Much Does the Vessel Cost and What is the Delivery Date?
The project has the approximate cost of about ₹840 crore. It took only five months since the laying down of the keel on April 8, 2026, to reach the stage of launching, which demonstrates the good speed of construction provided by GRSE.
Nevertheless, the September 9 launching does not mean that the ship is operational now. After the launching, it should go through superstructure erection, system integration and sea trials before its delivery to NCPOR.
Why the Launch Is a Major Indigenous Technology Milestone
The importance of the Sagar Manthan in itself can also be gleaned from who constructed it. In an effort to reduce reliance on foreign-made research platforms, India is building high-tech oceanographic vessels in the country.
This is according to the Ministry of Earth Sciences, which stated that the project is proof of India’s increasing capability to design and build complex research platforms. The platform is constructed in line with international standards of regulation, and even has dual class certification from the Indian Register of Shipping and the American Bureau of Shipping.
It is expected that there would be further construction of similar oceanographic vessels in the near future, one of which includes the construction of the Polar Research Vessel.
What is Next?
The next step involves the completion of the vessel’s superstructure, installation of its advanced scientific equipment and undertaking of sea trials. Following its commissioning, researchers would be able to utilize the platform for multidisciplinary research activities in the Indian Ocean and other challenging marine regions.
Its eventual deployment is expected to greatly increase the volume of data collected in the country’s marine territory, resources, climate system and deep-sea environment.
