Indian Navy, Coast Guard to Get 15 Indigenous C-295 Maritime Surveillance Aircraft

India is forging ahead with its plan to build up its maritime surveillance capabilities by using 15 C-295 variants of aircraft for the Indian Navy and the Indian Coast Guard. It is envisaged that there will be nine aircraft for the Indian Navy and six for the Coast Guard, which will be a valuable addition to the maritime surveillance capability of India.
The initiative is crucial not just from a security point of view but also because it will serve as one of India’s efforts to produce complex military aircraft at home. The C-295 maritime variants will be built using an ecosystem of Indian design and production, involving DRDO, Airbus Defence and Space, and Tata Advanced Systems.
What Is the C-295 Maritime Surveillance Aircraft?
The C-295 is a medium-sized military transport and tactical aircraft. However, the Indian government is planning to modify the aircraft for specific maritime surveillance purposes, which would make the aircraft capable of carrying modern sensors and communication equipment needed for surveillance of activities taking place in the oceanic domain.
According to DRDO, the future maritime variants of the C-295 aircraft would be known as MMMA for the Coast Guard and MRMR for the Navy. Both of these maritime variants would consist of a modified version of the C-295 aircraft equipped with indigenous mission systems.
In that way, this program differs from simple acquisition of a transport aircraft since the C-295 aircraft would be modified for maritime surveillance purposes.
Why Does India Need More Maritime Surveillance?
India has a very large sea area to surveil, starting from India’s coastline extending out to the larger Indian Ocean Region. Maritime awareness is needed for business shipping, fishing operations, unlawful smuggling, pirate threats, environment hazards, and even possible military threats.
The P-8I aircraft of the Indian Navy is a big aircraft that performs very efficient maritime reconnaissance tasks, yet the cost involved is very high, and there are no requirements for the use of such a costly asset in every mission.
So, a medium-sized aircraft like the C-295 can help by adding another level to this maritime security system.
Who Will Get the 15 Aircraft?
The proposed split would see nine C-295 aircraft procured by the Indian Navy, and six by the Indian Coast Guard.
While the former will be used for medium-range maritime reconnaissance, the latter’s maritime version will be meant to carry out surveillance and security operations in multi-missions. The 15-aircraft programme was accorded the first government approval called Acceptance of Necessity in February 2024.
Since then, the procurement and development phases have been undertaken, and this programme is very closely related to India’s developing domestic production of C-295 aircraft.
What Makes the Aircraft “Indigenous”?
Indigenously manufactured in no way implies that each and every part was made in India. What it does mean is that this programme marks an important step forward in terms of India’s indigenous design and assembly capabilities.
According to DRDO, “the C-295 maritime surveillance programme is a tripartite co-operation where CABS / DRDO is the mission system design and development agency, while Airbus Defence and Space provides the aircraft modification and certification, and Tata Advanced Systems manufactures the modified aircraft in India”.
This is important since India has been taking steps to develop indigenous military platforms and equipment in recent times.
What Sensors and Systems Will It Carry?
The naval configuration is predicted to incorporate special surveillance equipment as opposed to the conventional transport configuration of the C-295.
This has been emphasized by DRDO, which has noted that the advanced sensors and communication system will be utilized in the development of the naval variants. This is meant to enable the aircraft to be able to locate, identify, track, and observe activities within large ocean expanses.
The specific configuration may vary depending on the needs of the Navy and Coast Guard, but what is evident is that the programme focuses on developing a special maritime aircraft rather than just a converted transport aircraft.

How the C-295 Will Complement the P-8I
The C-295 will not necessarily act as a substitute for the P-8I planes used by the Indian Navy.
Rather, both aircraft types can be used as layers for maritime surveillance. The P-8I is a bigger plane that is designed for conducting complex surveillance and anti-submarine operations, whereas the C-295 will have a medium-range surveillance capability.
In this case, the Indian Navy will be able to use the right aircraft for the respective tasks instead of using only its most expensive aircraft.
It might provide a higher level of flexibility.
Why the Programme Is Important for Make in India
It is among the most important projects of the Indian private sector in manufacturing military aviation.
India’s original C-295 programme for the Air Force entails procurement of 56 aircraft, out of which 40 will be manufactured in India in the Tata Advanced Systems facility in Vadodara. The first aircraft manufactured in India under this contract forms part of a larger strategy of creating a local ecosystem for manufacturing military aircraft.
This further maritime programme, therefore, might mean more work for India’s aerospace industry and increased expertise in modification, mission systems integration, certification, and manufacturing of aircraft.
Implications for India’s Maritime Security
The planned C-295 aircraft may provide India with added capabilities in the domain of surveillance and response of incidents in the waters of the country.
In the case of the Coast Guard, in particular, the use of airborne surveillance helps with conducting operations that are not limited to any military threats. Maritime law enforcement, search and rescue, pollution monitoring, illegal fishing detection, and suspicious vessel monitoring require timely data on the current situation in waters.
For the Navy, the C-295 aircraft can complement India’s overall maritime surveillance system.
When Will the Aircraft Enter Service?
Although the programme is part of the acquisition process in India, the induction timeline will not be considered final until confirmed by contract signing and actual aircraft configurations.
There is a bigger C-295 programme in India that is heading towards domestic production, and the Vadodara plant will be at the centre of the programme. The first domestically produced C-295 aircraft for the Indian Air Force will come after commencement of domestic production.
The maritime variants of the aircraft will need to be modified further owing to their special equipment.
Conclusion
The envisaged acquisition of 15 C-295 maritime patrol aircraft goes beyond just another defence procurement for India. This is because it encompasses the maritime security requirements along with India’s effort to build up a domestic military aerospace manufacturing system.
In view of the plan for nine C-295 aircraft for the Navy and six for the Coast Guard, there may be some additional medium range maritime patrol capacity for India between existing patrol aircraft and long range patrol aircraft.
More importantly, the collaboration between DRDO, Airbus, and Tata shows how India is now attempting to shift from being mainly a procurer of military aviation equipment to manufacturing and integrating it.
The C-295 maritime aircraft programme is essentially a programme that helps see more, react faster, and make more Indian defence capability. The 15 C-295 aircraft will not make up for India’s current maritime patrol capability but will definitely enhance it.
