Why Goa Is Considering Restrictions on Rental Thar SUVs: Safety Concerns Explained

The Government of Goa is now looking at curbing fresh licensing of the Mahindra Thar cars for rent due to several accidents on the roads caused by these popular sport utility vehicles.
The suggestion is not to prohibit the use of the Mahindra Thar cars either by private individuals or those that are currently licensed for hire. The suggestion aims to curb further licensing of Thars.
Why Is Goa Targeting Rental Thars?
As mentioned by Goa transport minister Mauvin Godinho, there has been an alarming trend of accidents involving rented Mahindra Thars, especially those driven by tourists who are not well-acquainted with Goan roads. It is planned that the plan to ban issuance of licences will be forwarded to the State Transport Authority (STA).
Godinho clarified that this move was being made based on road safety considerations and not because of any other reason related to the popularity of the vehicle.
What Safety Concerns Have Been Raised?
The government’s fear is based on a series of mishaps associated with rented Thars in recent months.
One case saw a tourist traveling in a rented Thar crashing the car against a scooter, leading to the death of a local citizen. The investigations revealed that the driver was alleged to be drunk. In another case earlier this year, a rented Thar rammed into the car of a tourist causing death. These cases have increased pressure on the government to regulate self-drive rentals more strictly.
High-performance SUVs together with inexperienced or dangerous drivers could be a source of fatal accidents in the small and twisty Goan roads.
Is the Mahindra Thar Itself Unsafe?
The proposal has further created controversy in the automobile industry.
Road safety experts advise against the condemnation of a particular model of the vehicle because the national data on accidents does not categorize accidents based on models. Therefore, it is hard to say that Mahindra Thar is more risky as compared to other sport utility vehicles. Overspeeding, drunken driving, condition of roads, and the behavior of drivers still stand out as the primary reasons for accidents.
This means that the problem the government faces is that of the manner of driving of the rental vehicle.
What Other Measures Is Goa Planning?
The Transport Department has issued a statement saying that they are going to audit car-rental companies to check whether they are following all licensing requirements, especially with regards to sufficient parking areas. They also intend to increase enforcement of VLTDs, speed governors, and prosecution of drunken drivers. In case of involvement in any fatal accidents, drunk drivers are liable for immediate arrest.
What Does This Mean for Tourists?
Until now, there has been no ban on renting out the Mahindra Thar SUVs in Goa as no final restriction has been made.
Providing that the proposal gets approval from the State Transport Authority, its effects would be seen mostly for new licenses being issued to the car rental companies. Already licensed car rental companies will carry on their operations.
Tourists going to Goa need to continue abiding by the traffic rules in the state.
