Heading to Shimla or Manali This Week? New Local Police Entry Rules and Traffic Block Points Explained

Those of you who are visiting Shimla or Manali in the coming days should be prepared for heavy traffic and delays in case of any due to the continued influx of tourists into Himachal Pradesh because of the heat wave currently afflicting North India.
As per officials, the influx has been very rapid in comparison to past years. There have already been more than 70,000 vehicles entering Shimla within just three days.
Why Traffic Is Worse Than Usual This Week
The persistent heat wave in north India has led to a tourism boom in Himachal Pradesh’s hilly areas.
Shimla alone has recorded over 6.3 lakh trips by vehicles from the start of May, while the number of visitors in Manali and the Kullu Valley is also increasing at a rapid pace. The roads, which usually face a lot of congestion only during the peak summer season, are now almost reaching their maximum capacity.
Even reports of tourists being stranded on the roads due to traffic have been making headlines in recent times.
What Are the New Police Traffic Measures?
Shimla police have strengthened their efforts in terms of managing the traffic during the peak tourist season, with such measures as special diversions, traffic personnel deployment, and alternate routes.
Travellers intending to visit Shimla must be aware that there will be vehicle management at some of the major entry points to the city, parking regulations, and diversions based on the number of vehicles.
In Manali and Kullu, the local police have been putting in effort to control the flow of vehicles through monitoring and regulation.
Major Traffic Block Points You Should Expect
The Kalka-Shimla route continues to be among the busiest corridors. Traffic delays have been often reported in the vicinity of Parwanoo, Solan, and the primary entry points to Shimla, particularly on weekends and in the evenings.
As far as trips to Manali are concerned, traffic congestion will continue to be acute from Kullu to Palchan and then Manali city. Vehicle jams have been observed over the weekend due to the sudden spike in the number of tourists coming here. About 27,000 vehicles have been registered in Kullu alone.
Rohtang Pass can also create problems for travelers, given the scarcity of permits.
Road Closures and Temporary Restrictions
Though all key travel routes have been made accessible, there are still some localized bans that exist on account of road maintenance activities and traffic regulations.
This is exemplified by the closure of the Aut-Banjar section of NH-305 due to the planned suspension of traffic for road repair, with traffic diverted on other roads as required. Tourists intending to visit the Tirthan Valley and Jalori Pass must ascertain the road condition beforehand.
Travelers need to note that road conditions may shift quickly owing to the changing weather and heavy traffic.
What About Water Shortages in Shimla?
The scarcity of water has been brought back into question due to the increased tourism. But authorities claim that there are major water infrastructural works underway and will ensure that Shimla’s future water needs are met. There will be a considerable increase in water supplies through the large Satluj River project.
Although the tourists might face local shortages of water, there is no sign at present of any water crisis in the city.
Travel Tips Before You Leave
For those going out on tour this week, plan to set out early in the morning and try not to enter Shimla/Manali during the weekends when traffic becomes very heavy.
Ensure you carry sufficient drinking water, petrol/diesel, medicines, and food items as well. Long waiting periods due to network congestion have been reported at certain intervals of heavy traffic.
Those traveling to Rohtang Pass must get their permits ready before embarking on the journey.
