Parag Jain Named New R&AW Chief Over Regional Challenges

Appointing the new Secretary of the Research and Analysis Wing (R&AW), Parag Jain, the Indian government has found a successor to the recently retired veteran intelligence officer of Pakistan affairs, the Intelligence Bureau. The appointment is at a very crucial time when India is experiencing increasing security threats in its neighborhood.
Parag Jain, who hails from the 1989 batch of the Indian Police Service in the Punjab cadre, has more than 30 years of experience in his illustrious career. The fact that he was given a two-year appointment shows that the government trusts him to pilot delicate security arrangements in the region. The officer is in command of the Aviation Research Centre, a special unit that has been at the forefront in collating important intelligence information on cross-border threats.
The most important side of his job experience refers to the period of his operations when he worked during the struggle with terrorism in Punjab. Having worked in such districts as Bhatinda, Mansa, and Hoshiarpur, Jain also became familiar with the counter-terrorism procedures. Experiences as the Senior Superintendent of Police in Chandigarh and Deputy Inspector General in Ludhiana also made him hone his skills in administration and operations as a leader.

It is a coincidence that the new R&AW chief is particularly qualified to take on current problems since he made most of his experience on the affairs relating to Pakistan. During his term in Jammu and Kashmir, there were enormous decisions taken in the area of policy, beginning with the abrogation of Article 370 and strategic articles of the military. This experience gives him profound knowledge of the strategic thinking of Pakistan and its operational ability.
Foreign assignments in Canada and Sri Lanka enhanced Jain’s understanding of matters of intelligence on a global scale. In the Canadian posting, he kept a close watch on separatist activities and gave warning of emerging threats to national security. His experiences in Sri Lanka provided glimpses of the intelligence cooperation in the region and South Asian security relations.
