New Passport Rules in India: Birth Certificate Mandatory for Those Born After 2023

You must submit your birth certificate as proof of birth when applying for the new passport if you were born on or after October 1, 2023. This rule comes under the amended Registration of Births and Deaths Act, 2023, which took effect on that date.
For those born before October 1, 2023, the new Passport (Amendment) Rules, 2025, say you can use other papers, such as:
- School documents (transfer certificates, leave certificates, or matriculation documents)
- PAN card
- Government service records like payslips or pension orders
- Driving license
- Voter ID
- LIC or other public insurance policy bonds
This is not the first time there has been a requirement for a birth certificate in support of passport applications. Earlier, this requirement applied to people born on or after January 26, 1989, but this requirement was done away with in 2016, thus allowing an applicant to produce all kinds of documents casting proof of birth.
The amendment that was pushed in 2023 has a very good chance of paving the way for the widespread acceptance of a birth certificate as proof for various other services, such as:
- Obtaining a passport
- School or college admission
- Applying for driving licenses
- Registering to vote
- Registration of marriages
- Government jobs
- Aadhaar card registration
This amendment aims to simplify procedures and cut the number of documents required to prove the country’s date and place of birth.
