DGCA Makes 2 Pilots Mandatory for Char Dham Helicopters: Operators Threaten Shutdown

Char Dham helicopter services may experience disruptions due to the introduction of a new rule by the Directorate General of Civil Aviation (DGCA) that requires two pilots for all helicopter charters flying on the Char Dham routes beginning November 2, 2026. The rule, which was initiated after a helicopter crashed in the Chamoli district, has elicited resistance from the operators due to increased costs and difficulties.
In line with the regulation, all Char Dham charters must now fly with two pilots, one of whom should also have the necessary experience in flying in hilly regions.
New Safety Rules After Fatal Helicopter Crash
The directions issued by the DGCA come in wake of the crash of the helicopter on October 30 near Chhai village in the Joshimath area of Chamoli district. The helicopter, owned by Trans Bharat Aviation, had crashed while it was flying back to Dehradun from Badrinath, claiming lives of six people on board, including one pilot and five passengers.
In the new set of directions, it is required that the operators have to get positive clearance regarding destination and en route from the control room of Sahastradhara before starting each flight sector.
Besides, the flight crew has to give a Pilot Report (PIREP) upon landing at each destination helipad.
11 Operators Threaten to Suspend Services
These changes have led to the objection to the mandatory two-pilot policy by 11 operators. In their letter to DGCA, dated 31st October, the operators sought the suspension of Char Dham flying till 2nd November till the decision is revisited and a viable solution arrived at.
The increased cost of personnel and other associated costs will make it hard to accommodate such costs or pass them fully on to customers in view of the prevailing charter fares and narrow commercial margins.
These operators have sought discussions with aviation authorities for devising safety standards without compromising the commercial viability of operations.
Pilgrims May Face Travel Disruptions
Suspension of flights may have an impact on pilgrims planning to travel via helicopters in the last few days of the Char Dham period. The temples are expected to be closed for the winter from November, making it all the more significant.
Now, the debate centers on whether there is a need to meet aviation safety standards as well as whether it is feasible to fly helicopters.
