Delhi Winter Air Pollution Plan From November 1: Strict Ban on Non-BS-VI Vehicles and Invalid PUCC

Delhi is all set to tighten its laws related to winter air pollution from November 1, and stringent testing of emissions from vehicles would be among the measures that will be taken. The new restrictions will be put into place for old vehicles which are not BS-VI compliant and also vehicles which do not have a Pollution Under Control Certificate.
Winter air pollution is an issue of concern in Delhi because low temperature and low wind speed trap pollutants near the surface.
Non-BS-VI Vehicles Under Scrutiny
The above restrictions would apply only to those vehicles which do not adhere to the BS-VI emission norms.
With the implementation of these restrictions as mentioned above, the owners of such vehicles could be restricted from moving inside the city of Delhi. Travelers need to make sure whether their vehicle meets the emission norms specified for that particular category or not before moving towards the capital city.
The extent of these restrictions in terms of the vehicle categories which fall under them and exemptions, if any, will be known after going through the directives issued by the authorities.
‘No PUCC, No Fuel’ Rule to Be Enforced
In addition to this, the government would put in place a strict “No PUCC, No Fuel” policy. Motor vehicles that don’t have a PUCC shall not be provided with any fuel at the petrol pump stations. This is to ensure that motorists comply with the pollution control regulations.
All drivers should verify the validity of their PUCC and get it renewed if it expires.
Work-From-Home and Construction Curbs
There have also been plans made for reduction in pollution caused by vehicles as well as pollution caused by dust included in the winter plan.
Such plans include 50% working from home for the government as well as for private organizations, staggered timings for offices as well as double fees for parking in authorized parking lots.
The activities of construction as well as demolition, which are sources of dust pollution, will be banned in the winter months and total ban on construction as well as demolition activities has been suggested for some time.
The entire plan will be a joint effort between the Delhi Government, pollution control departments, traffic police as well as municipal corporations.
What Vehicle Owners Should Do
People commuting to Delhi from nearby states should ensure that their vehicle is compliant with the current emission standards. Vehicle owners should also ensure that their PUCC is still valid to prevent problems accessing fuel.
Whether or not the plan succeeds will rely on proper enforcement of the policy and cooperation by the citizens. Although the restrictions imposed on vehicles can decrease transport emissions, continuous improvement of air quality in Delhi will also need addressing the issue of construction dust and other emission sources.
