1) Dawood Ibrahim Kaskar
One of the most sought criminals in India is Dawood Ibrahim. He was the brains behind the devastating 1993 Mumbai bombing, which left 350 people dead and 1200 injured. The largest mobster, Dawood Ibrahim, is the son of a Maharastra police officer and is said to have participated in the 2008 Mumbai terrorist attacks.
He is also said to have maintained close ties with Osama Bin Laden, the former leader of Al Qaeda. Additionally, he was involved in the IPL Scandal regarding sport fixing. In addition, he has a history of running drug operations, forging currency, and endangering India’s economic and security interests. He has reportedly been hiding in Pakistan’s Karachi.
2) Syed Salahuddin
Syed Salahuddin, the leader of the Kashmiri militant group Hizbul Mujahideen, which is pro-Pakistan and seeks to integrate Kashmir with Pakistan, is the second most sought criminal in India and is on the NIA’s most wanted list. It is reported that Syed’s group has ties to the ISI and receives support from Pakistan. Syed Salahuddin is to blame for the ongoing and frequent terrorist strikes in Jammu and Kashmir.

The commander of the Lashkar-e-Tayyeba, Sajid Mir, is the third most sought criminal in India. Sajid, a cricket enthusiast who had moved to India in 2005, was getting ready for the November 2008 Mumbai Attack. According to Western Intelligence Sources, Sajid Mir and Abdur Rehman Hashim, a formal military officer who travelled to New Delhi with him, are being detained in a safe house run by the ISI Directorate.
4) Masood Azhar
Masood Azhar is the fourth most sought criminal in India. In Pakistan-occupied Kashmir, the militant organisation Jais-e-Mohammed is run by Mastoid. The hijacked Indian Airlines flight eventually landed in Kandahar, Afghanistan, which was then under the Taliban Regime’s control. A hat is a terrorist who was released by the Indian government in December 1999 in exchange for passengers. His terrorist group was responsible for the attacks on the parliament in 2001, and as of right now, he is thought to have been hiding in Pakistan.
5) Ilyas Kashmiri
Ilyas Kashmiri, the head of the terrorist group Harkat-Ul-Jehadi Islami, is the fifth most wanted criminal in India. Ilyas is an Al Qaeda member who carried out the explosion at the German Bakery in Pune, the Mumbai attack on November 11, 2002, the attack on the American Center in Kolkata, and the explosions in Delhi, Ahmedabad, Bangalore, and Jaipur in 2008. He was reportedly killed in a US drone strike in 2011, but this was later denied.
6) Chhota Shakeel
A close friend of Dawood Ibrahim’s, Chhota Shakeel is the sixth most wanted gangster in India. The 1993 Mumbai bombings and the September 2001 attack on Chhota Rajan in Bangkok both involved Chhota Shakeel. After the death of Al Qaeda leader Osama Bin Laden, he left Pakistan and went to Saudi Arabia.
7) Major Iqbal
Major Iqbal, one of the 26/11 attack conspirators, is a second most wanted felon on the list. He is an ISI official and a major in the Pakistani army. David Headley, a Pakistani-American businessman who once served as an informant for the US Drug and Enforcement Administration, personally recruited, trained, and oversaw Major Iqbal as his main representative for his reconnaissance operations in India.
8) Hafeez Muhammad Saeed
Hafeez Muhammad Saeed, a co-founder of Lashkar-e-Taiba and the leader of Jama’at-ud-Da’Wah, is the eighth most wanted gangster in India. In December 2008, the UN designated him as a terrorist group. He is charged with planning the attacks of September 11th, and he openly criticises India. Despite being placed under house arrest following the attacks of September 11, 2001, he continued to organise protests against the US and India.
9) Anees Ibrahim
The same family also has another wanted criminal on its list. Anees Ibrahim is Dawood Ibrahim’s younger brother. Involved, charged, and named as a co-defendant in every crime Dawood Ibrahim is accused of committing is a need. He is in charge of planning operations involving fake currency, extortion, and drug dealing.
10) Zaki-Ur-Rehman Lakhvi
He is the last-but-not-least-wanted criminal in India. He is the organization’s founder. Along with Hafeez Saeed, he is another mastermind behind the 26/11 attack. The most dangerous terrorist organisation operating in India, Lashkar-e-Taiba has committed numerous attacks there.
