West Bengal’s chief minister is clearly not happy with the proposed changes in the IAS cadre rules. She has written a letter to the Prime Minister saying that if the changes are implemented, it will severely impact the performance of the officers.
This is the second letter that Banerjee wrote to PM Narendra Modi in the span of eight weeks. She reportedly stated that the Central government’s draft amendment regarding the IAS cadre rules is inclining more towards a “draconian” approach.
She also said that if this amendment comes into action, it will go against the very foundation of the federal policy of the nation as well as the basic structure of the constitutional scheme.
A similar letter was written by the TMC head on January 13 this year where she urged the PM not to go ahead with this proposal.
This time, in her two page letter, the TMC supremo took reference from the last week and said that the revised draft that the central government is going ahead with is taking the whole matter to “non-federal extremes”.
As per the proposal by the union government, an amendment to the IAS (Cadre) Rules, 1954, has been proposed where they will be able to post the IAS officers on central deputation, which means it can overpower the say of the state government in this situation. The center has proposed an insertion in the provision in Rule 6 of IAS (Cadre) Rules, 1954, where it clearly states that despite the posting decided by the state government, the central government can take a call on the posting of the IAS officers.
