Even after 75 years of Indepence, there are so many useless & outdated British-Era rules we still follow. But UP has taken an initiative & modified their jail manual with better laws.
The British-era jail manual, which included antiquated clauses like sending offenders to the Andaman Islands and segregating European prisoners into different cells, will shortly be abolished by the Uttar Pradesh administration.
The pre-Independence era’s Uttar Pradesh Prison Manual [1941] will be replaced with the Uttar Pradesh Prison Manual 2022.
According to Dharamveer Prajapati, Minister of State (Independent Charge) for Prisons and Home Guards, the state Cabinet approved the proposal to publish the UP Jail Manual-2022, combining the rules occasionally issued by the Central government and courts.
The guidelines given from time to time by the Central government & courts have been incorporated into the UP Jail Manual.
The manual also takes into account the suggestions made by the National Human Rights Commission and the All India Jail Reform Committee.
The state prisons will undergo a number of modifications as a result of the UP Jail Manual 2022 that will make them more accommodating and provide better services for both the convicts and the jail staff.
The updated manual would guarantee modern anti-riot tools in prisons and a well-equipped military.
The jail manual will also include a new system that gives convicts, particularly female prisoners, access to better facilities.
A few laws governing inmates from “princely states,” as well as those from Kashmir, Nepal, Bhutan, Sikkim, and Bhutan, have also been eliminated.

After 100 years, the “kala pani” punishment, which involved sending inmates to the Andaman and Nicobar Islands’ cellular jail, was abolished.
According to the new manual, female prisoners may wear “mangal sutra” and salwar outfits. Additionally, they will be given everyday necessities like shampoo.
In-jail mothers and pregnant women will be given nourishing food and medical services.
Prisoner meals will also change as sweet delicacies like kheer and sevai will now be served during important holidays like Durga Puja, Ramadan, and others.
Under the e-prison system, which will be implemented in the prison administration, all information pertaining to convicts will be required to be digitalized which can be accessed through prison headquarters.
If any prisoner dies within the jail in any condition, the post-mortem will be mandatory to avoid death crimes.
Previously, the category of jails was chosen based on the district, but as of now, the four categories of jails will be chosen based on the number of inmates.
The “A” category prison would house more than 2,000 inmates, while the “B” category would house 1,500–2,000 inmates.

The number of convicts in category “C” would be between 1,000 and 1,500, and the number of inmates in category “D” would be up to 1,000.
In accordance with the new regulations, plans have been made to hold a “Bandi Panchayat” with the convicts’ involvement.
These preparations will be established so that the convicts can participate in video conferences straight from their jails.
